Colombia has three Cellular Carriers. They are TIGO, COMCEL and MOVISTAR.
Each Carrier has been assigned it's own 3 digit prefix's.

Colombia utilizes the GSM Cellular Standard
If you bring an unlocked GSM phone with you to Colombia, the local office can assist you in purchasing a GSM SIM from one of the local carriers.
Cellular phones can also be rented at most of the local offices.

Things to consider when selecting a Cellular Carrier in Colombia
The cost of calls within a Carrier network is significantly less then calling outside the Carriers network. As a result, when selecting a carrier, you should determine which numbers you will be calling the most and what carriers they are on.

Local Cellular Customs" and Protocol
1. Due to the high cost of calling between carrier networks, it is common for Colombians to have two cellular phones on different carriers.
2. Since money is tight for most Colombians, do not be surprised when a women calls your cellular phone and hangs up without leaving a message. She is not being rude, it means that she wants you to call her back on your minutes.
3. Cellular Minutes can be purchased in most stores and many street corners. These prepaid minutes are sold in fixed denominations and are sold on scratch off cards.
When you purchase minutes (Make sure you get the carrier right!), you enter in a code displayed on the card to access the network and then enter in the serial number. You will receive a text message confirming the addition of the minutes.
The Carriers frequently run specials where on certain days they will double your minutes for free. So if you will be in Colombia for a while, you may want to purchase a small amount of minutes each day, and purchase a lot of minutes when notified of a promotion!
